End Family Homelessness in CT by supporting SB 194 - The Right to Housing

SB 194 is a bill that has been introduced in the Connecticut State House. It is meant to establish a right to housing, and Connecticut would be the first state in the nation to do so. The bill includes the rights to housing affordability, rehousing assistance for people who become homeless and protections from housing loss.


In the 2019-20 school year, the state Department of Education identified 4,859 students as homeless in Connecticut. This includes students who must double up or share housing with friends or family due to eviction or poverty. There are ways within the state's legislative power to help these children. Recognizing the right to adequate housing in Connecticut would establish the goal of the state to take progressive action to respect, protect and fulfill the right to housing for all individuals.


Homeless children are often subject to trauma and lack basic needs like food, medical care, technology and school supplies. The most recent U.S. Census Bureau Household Pulse Survey found 69 percent of respondents with children not current on rental payments reported being likely to face eviction in the next two months, and 26% of renting families spend over half of their income on rent, putting them just one missed paycheck or medical emergency away from experiencing homelessness.


To establish a right to housing in Connecticut would help to end the tragedy of family homelessness in Connecticut.

There are 4,859 students counted as homeless in Connecticut's K-12 public school system, and this count is most likely underreported. School-aged children are considered homeless if they lack housing or safe, permanent living space. What is SB 194?

 SB 194 prioritizes housing as a right in Connecticut.  Connecticut has long suffered an acute housing crisis.  That crisis was exacerbated by the Novel Coronavirus  Disease 2019 (COVID-19) which was declared a global  pandemic in March 2020. Recognizing the right to  adequate housing in Connecticut would establish the goal  of the state to take progressive action to respect, protect  and fulfill the right to housing for all individuals.
